Windows 10: Visual Studio Professional Standalone License Questions

For the Visual Studio 2022 Professional Standalone License, I have two questions: a Is the software only intended for businesses/enterprises, or can it be used by / is it intended for an individual developer without an organization? b Can I upgrade as in from VS 2019 to 2022, not bug/feature updates to future Visual Studio versions without paying for the licensed software again?Note: This is not an operating system like Windows 10 specific question. The software in question is Windows-based.

I want to buy the Visual Studio Professional 2017 standalone license, while i opened this URL and found it says: we are sorry, the page you requested cannot be found. the URL may be misspelled or the page you are looking for is no longer available.

and i wonder that if there is no way to buy this standalone license in China, can i buy it in US and then use in China?

I have a general question about developing software with Visual Studio 2010 Professional. If someone has an 'academic' licence of Visual Studio, and develops a Windows Application, can the resulting software be marketed and sold? What are the restrictions
on developing software applications with Visual Studio?

I try to use credit card and paypal and both failed. How do I fix it? Or is it Vietnam is not on the list of country being able to buy Visual Studio????
