Windows 10: Voice recognition doesn't work (Windows 10)

I just bought a new HP computer and the Voice recognition doesn't work. With my old HP computer I used to dictate a lot, and efficiently. But not with the new one.
It's not a microphone problem (Cortana voice and other sound functions work all right); its specifically the transcription of speech to text.
The Voice icon signals the graphs of my speech, but nothing gets written. Similarly, the voice training tests and exercices do not work.
I've had chats with Microsoft experts; they have even remotely worked on my computer settings, and lastly even reinstalled my Windows 10.
All to no avail. Thanks for any help.

  Are you referring to voice recorder or Windows speech recognition?
  

I would suggest you to run the run the inbuilt app troubleshooter.

Follow the steps:

• 
  Press “Windows” + “X” and select Control Panel.
  
• 
  Select Troubleshooting and select View all on left hand side of the screen.
  
• 
  Select the Windows Store App and follow the instruction to troubleshoot.

Voice Recognition not working

Figured out that disabling Cortana brought back Voice Recognition. *Dinesh
Voice Recognition still not working like it did in 7, 8 & 8.1.
Am I missing something or is Cortana suppose to be replacing Voice Recognition. Even on desktops and laptops? This is a laptop.

 

Windows doesn`t start. Authomatic repair doesn`t work.

I`m sorry I had not noticed that the text on the picture was in spanish. It says that windows has replaced some damaged clusters in "name" file and "directory". Then, at the end "an unspecified error occurred (75736e6a726e6c2e 4f6)".

I`ll do it and I`ll be updating this thread when I have the report.
