Windows 10: Volume change when i go to some programs

Okay here is an example, am listening to a music in spotify/youtube then i minimize it and open the steam or go to some game or other program the volume of the music get louder and i don't know if is some option on windows or not.

So someone know what is it?

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

type in Select volume 7
assign
