Windows 10: VPN between my Notebook and Desktop

Hello people. I'm a bit noob in network knowledge for some advanced configs, but i live in a city with my notebook 20 miles from my parents home where stands my desktop with huge amount of files which i want to access everytime.

What i wanted is to create a Windows 10 VPN between both ISP, but unfortunately that dont connect when i config in OS only. My desktop ISP use a fiber modem with an D-link wireless router. The first point than devices connected tot his wireless router dont get network IP from fiber modem and not from Wireless router, so this router only share wireless connection but dont give any netwrok config to devices. All configs come from fiber modem which i dont have access.

The error i get when i try to connect to Windows 10 VPN:
The network connection between your computer and the VPN server was interrupted. This can be caused by a problem in the VPN transmission and is commonly the result of internet latency or simply that your VPN server has reached capacity.
Some advice what i can do to make this thing work?
