W10 1903. Border gap between windows

Hello, i have a problem with gaps between windows in W10 1903 up to date, whenever i snap two windows two file explorers for example i get a 1px gap around unfocused windows.

i have enable the "title bar and window borders" coloration in Settings > Personalizations > Colors, but enabling it or disabling it doesn't change the result, i have also tried changing personalization settings such as theme or colors, also tried changing window snapping settings but i still get the gap.

I tried changing the registery value PaddedBorderWidth from -60 to different other values, still nothing.

I also have another computer that runs W10 1803 that does not have this problem.

I know that this issue has already been discussed, but i cannot find any working solution.

Here are screenshots from W10 1903:

here the right window is focused and has a blue border blue is my choosen accent color, and the left window is unfocused and has no border, you can see my wallpaper and desktop icons through it.

And here is an equivalent on my W10 1803

Here the accent color is red, and the unfocused window simply has a dark grey border

I hope i made it clear enough, I can provide additional information if needed.

    Thanks in advance.

    :)
