Windows 10: W10 Laptop Problems

I have a HP Stream 14, I got it used early last year and it's been working fine. But lately when I am using the Camera App, this is random btw, while I am recording a video the app just freezes like it just stopped recording. It happens at random times, it could be 5 minutes in, or 7 minutes in. I can't press stop because it won't let me. The HD has 9 GB's free so that shouldn't be a problem, I even have a 32GB SD Card in the slot, and it still stops recording. This might be unrelated but sometimes when I watch downloaded movies or videos, the video stops playing but the audio keeps going. I've reinstalled this laptop about 4 times and still nothing. Any info as to why it does this?

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
