Windows 10: waiting on cache

continueing to get waiting on cache when on line, how to fix. tried the use troubleshooter, but it is so specialised now ... ran 'prob w/ video' repair, but it just said my pc can't run 4K ... I know that ... what does that have to do with waiting on cache?

I found some suggestions for how o solve the problem with windows updates and th slow browsers saying "waiting for cache" - I am not a computer nerd, so I need a simpler way to solve the problem or someone can show me how to solve it visually. Thanks.

Oh shoot, that's one thing I forgot to add. I've exhausted everything I could find on the web. Here's what I've done;

* Cleared the cache of Chrome and Windows itself. Also, since this happened after installing chrome onto a freshly installed windows 10, it cant be just that I have alot of built-up cache.
* Edited the control panel's power plan to never put the disk to sleep
* Additionally, one page suggested disabling the setting to write cache to the SSD at all, but it said that would have some drawbacks so I did not try it. I also figured if that was always a cause for this then more people would have this issue with chrome on SSDs.

That's what I can remember of what I've tried that I forgot to mention.
