Windows 10: Wallpaper is black and programs won’t load not even settings or task manager.

My AMD driver was not compatible after a windows update so I reinstalled the driver and it was fixed however more problems started occurring such as a frozen screen. Hence I tried a clean installation and other installation of driver software and it got worse from there. To the point the wallpaper is now just black and no programs load. Hence I brought it to a repair shop where they checked everything with their own monitor and wires and everything worked just fine, even gaming was possible. But when I brought it back home the same faults I explained were still there. Sorry for the long

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.

 

Laptop went black and won;t reboot

Hardware and software conflict is one of the possible reasons why you're experiencing black screen. Sometimes, it is also because of hardware failure. To get this issue fixed, we suggest that you
boot into Safe Mode by following these steps:

• Turn off your computer 3 times while booting. Windows should automatically boot to the Recovery Environment after 3 unsuccessful attempts in a row.
  
• Once you are within the Recovery Environment, select Troubleshoot, and then
  Advanced options, then Startup Settings, and
  Restart. When it restarts, you should see a number of options. Press 5 or F5 for
  Safe Mode with Networking.

Once your computer is in Safe Mode, please follow the workaround provided on this
link. Simply select the similar case that you're experiencing to show the troubleshooting steps.

Manually place an app in Task Manager startup folder?

I already have a scheduled task for it, but it is not listed in that active tabs summary list. If it matters, it does run when finding it in the task manager library, right clicking and selecting "run". I didn't find anything in it's Task Manager properties for "run at startup". All my scheduled tasks were only set up to avoid the "User Account Control" permission.
