Windows 10: Was copying a mp4 video file from 256 GB Samsung bar plus and got the error 0x800703ee

Was copying an mp4 video file from 256 GB Samsung bar plus and got the error 0x800703ee, volume for the file being copied has been altered externally and the file is no longer valid, the Samsung bar plus shows as still connected to the PC and in device manager but shows nothing in explorer or disk management, under USB mass storage devices it shows as turn off this device to save power, I unselect to turn off this device to save power but the drive does not appear in explorer unless I cut power to the drive from my powered USB hub then power it on again.Device name DESKTOP-RVGGN6P Processor

Did you solve your problem? I have exact same problem; Error 0x800703ee when windows 10 tries installing 1607. I've also tried your initial steps; no luck.

Try few of the troubleshooting steps below and check if it helps.

Step 1: I suggest you to run Video playback troubleshooter and check

• Press Windows key from the keyboard, type
  Troubleshooting and select it.
• Click on view all option on the upper left corner of
  Troubleshooting window.
• Select the Video playback options from the list.
  
• Click Next to run the troubleshooter.

Step 2: I suggest you to copy the files from your computer to another working computer and check if you are able to access them.

This will let us know if the issue is with specific files types on your computer.
