Windows 10: Was resetting Windows and stuck at installation at 64% loop and can't boot using usb to...

Hello, i need help here, I was having problems openning windows settings and decide to reset my laptop/windows through advanced boot? Where you go to sign in page hold shift+restart, i choose reset keep files without cloud downloads. It's all went well until it got stuck to 64% than i went away to have a lunch when i comes back my laptop is turned off, i turned it on and see the installation process keep on going but stuck at 64% for 3 hours before it finally goes to 80%>90% than it restarted itself just to go back to 64%, this happens 3 times with the same time intervals about 3 hours±A

Inspiron 7348 Stuck in Windows 8.1 Boot Loop even from USB Installer

My Dell Inspiron 7348 was running Win8.1 (64) just fine, and then my son let it do some auto-updates yesterday. 65% of the way through it rebooted, and now is stuck in the boot loop.

I created a Win8.1 (64) installer USB stick and... also stuck in the boot loop with THAT. Updated the bios to A12 that came out this summer, still stuck in the boot loop.

I figured the boot loop shouldn't happen with an installer USB stick, so I'm a little stuck. Any thoughts?

Ubuntu Live "CD" (on a USB stick) boots perfectly, if that matters. (It did to us, because at least we were easily able to copy some files needed in the short term).

Insignia Tablet Stuck in Reboot Loop, Can't boot from USB

I've had this Insignia tablet since Christmas and recently, it's been freezing up on me. I decided today to reset the whole thing. While it was reseting, something screwed up and it rebooted. Now the Windows 10 installation is stuck on 64% and it keeps rebooting
over and over and over with no progress being made.

After researching this problem, I made a bootable USB drive with Windows 10 on it in order to boot the tablet from the USB. I went into BIOs and changed the boot order to make sure that the USB drive was listed first. I restarted the tablet but it doesn't
even try to boot from the USB, it just boots like it normally does, flashes the 64%, and enters the reboot loop. I've been trying to fix this for hours and I'm not sure what to do.
