way to scroll the desktop like when using magnifier

My eyesight is going, and I've ordered new glasses. In the mean time, I need to increase the display scaling factor to read the tiny text that is all in vogue. When it's smaller than the 80 column display on my old Apple IIGS's 13" monitor, I call it tiny text. Unfortunately, some programs like Avast aren't aware of display scaling and set windows to a fixed size that goes off the screen and cannot be resized.I saw someone else a few years back had something that let them scroll the WIndows 10 desktop to see the bottom of those poorly written programs that assume you have the scaling set to 10

    :)
