WD external hdd will not start up on a desktop pc but works on others

I have a WD Scorpio 25" hdd which is in a case case with a USB connecter interface used for extra storage.
It works with no problems with two W10 laptops when connected to them via USB cable. It immediately starts up spinning/humming.

My problem is when I try connecting it to my W7 desktop, its led light goes on but it struggles to start, jrepeatedly making the sound of trying to start up and stopping. I then tried plugging it into another USB port on the desktop with the same results.

The desktop works well with other 2.5" drives connected externally so I cant figure out why the external hd works normally on the laptops but cant manage to start on the desktop.
The drive has been tested with WD's lifeguard diagnostic tool and it tested normal. Any guesses as to what may be causing this problem??

    :)

  3. WD External HDD 1 TB not showing nor working at all after turning off PC while it was on

    My Specs:

    Processor AMD Phenom(tm) II X4 965 Processor

Video Card AMD Radeon HD 6900 Series

    RAM 8.0 GB

Operating System Microsoft Windows 10 (build 16299), 64-bit

I've been trying to fix this problem for a week now and I honestly don't know what else to do.

So far this is all the info I've got and everything I've tried, hope it's some use:

    • External HDD works fine on any other computer except this one
    • Other WD External HDD don't work either on this computer
    • I've tried uninstalling all the drivers and downloading them again, with no change whatsoever
    • WD Drive shows up as Read-Only on the WD Driver Hub, and tells me I should format it, but when I tried to use WD Driver Utilities to do just that it would fail with this message: "An exception occurred during the operation, making the result invalid."
    • When opened, disk management ask me if I want to initialise the disk, but when prompt to it fails and says: The Request Failed Due To A Fatal Device Hardware Error.
    • The External HDD shows up as My Passport without the name I gave it(which does show up when plugged into other computers) and with 0 bytes
    • I do not have anything important inside the drive, I've already formatted the external HDD in NTFS just to be sure, nothing changed
    • This issue caused me so much frustration that I ended up restarting my entire PC to factory setting... which didn't help at all
    Cause of the Issue:

I was playing The Surge from the WD External HDD when the game crashed so I turned off the computer, but when it took too long to close I just pressed the button and put my PC out of its misery. Which I extremely
    regret now.

    USB 3 issues under Win7 ?

USB Port not providing enough power on Desktop? especially if other power using USB devices are on the same hub. Device manager should show power tab for different hubs , most are 500 milliamp I think.

I use 2 different types of 2.5" HDDs in cases, 1 type is the WDC My Passport which uses a single USB cable [1 is USB 2.0 and the other is USB 3.0 but backward compatible] and the other type is a empty case I put my own drives in. The 2nd type REQUIRES a Y-cable which 1 leg provides data and power and the 2nd leg is for additional power which is required based upon the power draw of the HDD plus the interface board with light. As mentioned, the power requirement of the HDD is important, I have a Toshiba 750GB in front of me that requires 5Volts at 1.0Amps, won't get enough from a single USB port. One might get a Self-Powered USB Hub which should help.
