Windows 10: WDSC: Another Process is Running 15063.14

We keep on getting this message at least twice a day for 2 days. The new defenition is applied after closing/reopening the app.

How do I turn off Windows Defender?

Just to be certain that I had not screwed up settings or the OS somehow, I "refreshed" it using the advanced options. Even on a clean installation (supposedly provided by the refresh) I get the same situation, with one change... Windows Defender shows "disabled"
in it's own applet, but the Window Defender Security Center (WDSC) is still active, hogging up memory and causing disk activity to spike on program or file access.

Looking at running processes it points to WDSC as the culprit, and I cannot seem to find a way to keep it from launching or running either thru MS Config, Registry Hacks or Control Panel Applet. If I read other postings about the WDSC - it seems to be a
common occurrence, but with worse performance impact when Defender is actually enabled.

I really wish Microsoft would understand that we need an option to permanently remove this crappy software from the OS. Put in a "advisory" or system message stating antivirus / antimalware software is needed, open IE or Edge to pull up a listing of providers
if you want, but don't force us to use this junk.

startup items do not display in the startup folder and also in the task manager startup section.. how do you fix this

I think it happened when I received windows update...my os build is 15063.14 1703

 

The message is suggesting a conflict between the old UI and this new one. Also, when launching the app, it seems to start working immediately without any warnings. Getting definition update has never been that fast.

 

Back to normal, but time is never ok since first clean install: 15025. The screenshot shows Time that does not exist in North America. The last update is 09:44 PM on the east coast. We have no other issues, nor conflict anywhere else.

Edit: We have noticed that one of our parameters was reset and we will study it now. We appreciate your help.

Edit2:There were no issues again this morning getting the latest definition. Too early to say if it was the source of the bug, but it sounds very good. To be confirmed!

 

This warning message comes back when disabling Windows Update (services). Otherwise, when the parameter Disable SmartScreen-Filter for URLs is enabled, the message did not show up for 2 days now. To be confirmed!

The WDSC clock remains an issue.
