Windows 10: we cant connect to xbox live right now error 0x8923106c

after rectifying a teredo issue i still cant connect to an xbox party. my nat type is open and i have 0% packet loss. i have also confirmed that xbox services are active

• Press the Start button and type Services on the search box.
• On the list of services, look for Xbox Live Auth Manager,
  Xbox Live Game Save, and Xbox Live Networking Service.

The next steps should be done to the three mentioned services above:

• Right click on the service and select Properties.
• Set the Startup type to Automatic. If the service isn't started, click
  Start.
• Save the changes.
• Launch the Xbox App and sign in to your account again.

Xbox 360 Live Update

A new update for the Xbox 360 has been released over Xbox Live. The update, available upon signing on to the Xbox Live service with a 360, offers a few minor bug fixes, as well as a seal over a minor security hole that would-be system hackers had been experimenting with. Here's the update list:

• Improvements to the Xbox Guide.
• Option to retain your saved games when you delete a profile.
• Increased accuracy of "last time played."
• Network configuration improvements for Xbox Live® members in the Netherlands.
• More detailed messaging for unreadable disk or region errors.

Xbox live connection

Xbox live suddenly stopped working. It says there is an update but when I go to download it, it says " can't download the update. To test your connection, open system settings and select network settings. Test Xbox Live connection. Status code 4467 0000
3080 0300 D000 0185"

So I test the connection and get the same update required notification and choose no. Test shows that everything is fine except xbox live connection. I follow the troubleshooting suggestions including unplugging the modem and router. Next suggestion is port
forwarding but I skipped it because I don't know what it means. I've tried manually entering IP addresses and a million other things with no success, my storage is empty, my profile isn't on there and when I try downloading it I get an error because I can't
download the stupid d update!
