Method 1:

If you are using any Proxy connection, then try disabling the proxy connection and check.

Follow the steps to disable proxy:

• Click the Settings icon at the top right corner in internet explorer.
  
• Click the Tools button, and then click
  Internet Options.
• Click the Connections tab, and then click
  LAN settings.
• Uncheck the box next to "proxy server for your LAN".
  
• Click on OK to save the setting and close window.

Have a lumia 650 with Version 1511, OS build 10.0.10586.494 is this the latest version?

When i check for updates i get this: we couldn´t connect to the update service, we`ll try again later..

• Did you check your internet connection?
• Does the issue persist only when you are trying to create parental control account?

I suggest you to run the internet connection troubleshooter by following the steps below and check if the internet issue is resolved.

• Press Windows icon key on the keyboard, type Troubleshooting and select the top most search result.
• Click on View all from the left side panel of the window.
• Select Internet Connections, click on
  Advanced and check Apply repairs automatically
  option.
• Follow the on screen instructions.
