Windows 10: We need to verify your identity not sending a code to my alternate email

Hi I've been trying to access my old hotmail account but don't seem to access it anymore because I forgot my password. So I was trying to forgot the password and hopefully reset it using my alternate email that I added. The email is correct but I'm not receiving anything code. Can someone help me? Many thanks!

Verify identity asks me to confirm backup email instead of sending verification code

My Microsoft account wants me to verify my identity by sending a verification code to my backup email.

Fine. Send the code, I'll access the backup email and get the code

But no, instead it asks me to enter my backup email. Why? This is phishing for information.

Microsoft already knows my backup email. I know it. Why won't it just email the verification code?

So I was trying to log in to my windows account from a new tablet. I forgot my password and when I tried to reset it, where it says "Verify your identity" it trying to send a verification code to an email that I've never heard of. So i got on my phone
(where my password is saved) and signed in to check my security info. All i have is a phone number that should be sent a code. What is this mystery email?

 

When verifying my identity, I always get the information: We couldn't send the code.

I need to verify my identity and I input the right email address, but it keep saying that "we couldn't send the code." Even I signed a new Microsoft account and set the old account as the verifying email address.

How can I get through the nightmare of verifying?
