Windows 10: Webcam flickering no matter what solution I do

I have been trying to get back into streaming, and my webcam seems to flicker whenever a game is launched. I have updated everything, I have done clean installs of drivers, and I have also changed all power settings as well. I have an rtx 3090 as well as a ryzen 9 5900x. I bought this new webcam because the old logitech c920 was also doing it, but this seems to be a windows issue or something. FLICKERING SCREEN

I've been using Windows 10 for several months, having upgrading from Windows 7. I would give Windows 10 a high rating, if I didn't get a flickering screen each time I signed on! It's every annoying; and no matter what steps you suggest I take to fix it,
I go through the same steps every time I sign back on! Please help! I need a permanent solution!!!

 

Multiple USB Webcams Flickering

Hello,

I have a friend that's experiencing extreme flickering on multiple USB webcams. We've tried updating his BIOS for his mother board to the latest version. Uninstalling and reinstalling the drivers for the webcams, switching USB ports and searching endlessly
for solutions all over. Since it's happening with multiple webcams from different brand, in separate ports and we've updated everything I can personally thing of I'm going to assume that this is an issue of compatibility with windows and am looking for a
solution.

 

Screen flickering in Windows 10 safe mode

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
