Windows 10: Webcam flickers

So first of all, I've tried a total of three different brands of webcams. One is my friend's logitech which works fine with his desktop. The rest two were purchased from Amazon new, with one of the manufactures sent me a replacement. All three brands four webcams caused the same issue on my newly built PC but works perfectly on my old laptop. So the only issue I can think of is the WIN 10 system, which I've reinstalled multiple times. I've tried setting the webcam to 1080p and 960p, 50hz or 60hz. None of it works. The issue is that the webcam will flicker a lot and eventually died. I have

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
