Windows 10: Webcam keeps turning on and off every 2 or 3 seconds

i can no longer turn on my cam because it keeps turning on and off. I need to fix it quick but how??? any suggestion??

This issue could occurred due to these reasons.

• Damaged webcam diver\software.
• Due to incorrect webcam settings.
• If webcam is damaged.

Please follow the methods mentioned below.

Method 1:

I would suggest you to run the Hardware troubleshooter and check if it helps.

Follow the steps to run the troubleshooter:

a. Type Troubleshooting in the search bar
and select Troubleshooting.

b. Select View all on the top left corner.

c. Click on Hardware and device troubleshooter.

d. Follow the on-screen instructions to run the troubleshooter

Also I suggest you to check if you are able to use the Webcam with the Camera app.

Method 2:

If you are able to access Camera app, follow the steps mentioned below:

• Open Camera app.
• Press Windows key + C from your keyboard to open
  Charms bar.
• Select Settings option.
• Select Permissions option.
• Turn on Allow this app to access your: Webcam and Microphone option.
• Close the app.
• Reopen the Camera app.
• Connect your camera and then check how this app works.

Note: Steps applies to Windows 10 as well.

Webcam keeps turning off and on again

Hi,

I have the same problem as reported in this question: Webcam camera keeps turning on and off .
It does not seem to have been resolved. My webcam also keeps turning off and on again every few seconds. I have run dxdiag as suggested in that question but this reports "no problem found." The problem occurs regardless of whether I am just using
the camera app or running a meeting in Teams.

When I look in the event viewer, I see two events occurring every few seconds.

I can see in event viewer that I am getting event id 7034,
The Windows Camera Frame Server service terminated unexpectedly. I also see an Event 1000 linked to this with faulting svchost.exe_Framserver, Faulting module path: C:\Program Files\Realtek\RsProviders\RsProvider.dll.

I have tried uninstalling recent windows updates, reinstalling and/or rolling back drivers, resetting the Camera app. Nothing has fixed the problem. Any suggestions for a fix would be welcome.
I am not sure when the problem started but my camera was definitely OK about 2 months ago.

The integrated camera is from SunplusIT. The driver is from them, version 5.0.18.21. There is a later version of the driver, 5.0.18.37 , which was installed when I detected the problem. Rolling
back the driver to 5.0.18.21 did not fix the problem.

I suggest you to follow the steps below and check, if it helps:

If you still have the device, please let the device charge at least 2 hours and do the 2-button shutdown one more time to see if you can turn on the device.

• A 2-button shutdown
  • Press and hold the power button on your Surface for 30 seconds.
  • Press and hold the Volume-up button and the
    Power button on your Surface at the same time for at least 15 seconds, and then release both. The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds.
  • After you release the buttons, wait 10 seconds.
  • Press and release the power button on your Surface to turn it back on.
