Windows 10: WebDiscover

Whenever I start my Windows 10 laptop, Webdiscover pops up. How do I close and shut off this option? I have already

removed it from Startup, but it's still booting.

So I downloaded something on my computer and then WebDiscover came up I closed it with task manager then uninstalled it but when I opened up google the place where WebDiscover was is not being filled in google does anyone know how to fix it?
