Windows 10: Website not loading on Windows 11

Why am I getting a "Website taking too long to load" error? I have tried changing settings in networks, looking at proxy settings and using a vpn. It works on other devices. The address is http://91.198.8.59/transend-3.0.4/SendUI.html?locale=en_US#main

Upgraded to Windows 10 now certain websites (Amazon-LinkedIn) not loading properly using IE 11

I recently upgraded my laptop to Windows 10. When I load certain web pages now (Amazon & LinkedIn for example) they appear jumbled showing only verbiage - no graphics or pictures. Other websites still look fine after the upgrade. I'm using Internet
Explorer 11 and I've cleared history, cookies, etc...and added the websites to the compatibility list. I've also run the Internet Explore troubleshooter without any luck. The sites come up fine using Google Chrome. Any suggestions would be welcome. Thanks.

Well that's why I asked. Mine is on SSD and takes 11 seconds. Your list of games will not appear if it has not checkd for updated suggested settings for awhile until it checks.

When it says it is refreshing the game list, it is checking, because NVIDIA periodically updates suggested settings. Plus it will look for those for new games you have installed.

So, the less it is run, the slower it will be.
