    The Steam support told me they can't help me, because my log showed nothing unusual and they said they can't reproduce this behavior. So I figured someone here might be able to help, as r/steam doesn't allow support requests.

    Steam won't start on my PC, unless it was in sleep mode at least once since the last restart (or shutdown). This is very annoying as I usually shut down my PC, and nothing seems to fix it. When I inspect the 'steam.exe' process in Task Manager, it says the process is waiting on network I/O. As far as I can tell it's the only process of Steam that's running (there should be multiple). I have never faced this kind of problem with any other program, including other game clients.

    So far I have:

    • Completely removed Steam using Revo Uninstaller, to make sure to remove any remains of Steam left on disc
    • Disabled the Windows firewall
    • Disabled Windows Defender
    • Shut down my VPN client entirely
    • Disabled every unnecessary (virtual) network adaptor
    • Tried updating my graphics, network, chipset and storage drivers

    Note that I do use virtualization (for VMs), Bitlocker for my C drive and a AMD StoreMI volume, in case any of this is known to cause trouble. I have also gone through the various support articles by Valve, tried to shut down processes known to cause issues and followed basically any other suggestion there, except for resetting Windows which is out of question for me. Also, after the last Steam update, it stopped working even with my workaround, but it started working again after another reinstall. I'm completely lost by now, any suggestions are very welcome!

    OS: Windows 10 Pro, 64 Bit, ver. 1909, build 18363.836 Mobo: MSI X470 Gaming Plus MAX
    CPU: Ryzen R5 3600
    GPU: ASUS ROG Strix Vega 64

    Thank you for writing to Microsoft Community Forums.

    Please confirm a few things for me.

    1. Is this issue occurring with ‘Steam’ being installed on your system?
    2. Have you checked if the controller still works on your Windows when ‘Steam’ is not running in the background?

    Please check with the following methods.

    Method 1:

    Stop the process for steam in task manager and check with this.

    You can stop ‘Steam’ running in the background by following the steps below:

    1. Press ‘Ctrl’, ‘Shift’ and ‘Esc’. This will launch the ‘Task Manager’.
    2. Click on the ‘Details’ tab, you should be able to locate the ‘steam.exe’ process if ‘Steam’ is running in the background.
    3. Right-click on it and select ‘End process tree’ to stop the ‘Steam’ running in the background.
    4. Check if the controller is still working on the Desktop.

    Method 2:

    I would suggest you to check the settings in the Steam application. You may follow the steps below:

    1. Launch the ‘Steam’ application, click on ‘Settings’.
    2. You should be able to locate the ‘Controller’ option under ‘Settings’.
    3. Under ‘Controller Configuration’, click on the ‘Desktop Configuration’. Please confirm the settings there.

    Step 1: Run the troubleshooter for Windows apps. This can help remove problems with an app from Windows Store. To do this, you may refer to the link below:

    Step 2: Reset the game from the Settings menu.

    • Click Start and click Settings.
    • Select System.
    • Select Apps and features.
    • Find the game and click Advanced options.
    • Click Reset. You need to restart your computer to let the changes take effect.

    Step 3: Try to uninstall and reinstall the game.

    If the issue persist, we highly recommend that you contact Steam support for additional troubleshooting steps.

    I tried running the Unlocker app,but my non working Steam desktop shortcut didn't come up in the list.

    Any suggestions on what to try next?.
