Windows 10: Weird characters in "Windows Defender" and "Settings" apps

Hello. I'm a Brazilian user of Windows 10, currently running the Windows Insider Preview build 17692 (Slow Ring).
For about a month now, some of the default Latin characters have been replaced with other weird characters in the "Windows Defender" and "Settings" modern (Metro) apps.

After that, I made a backup of all my personal files, and tried using System Restore to fix my computer, whilst keeping my files locally. It didn't work. I tried using System Restore again, this time having it erase all files, system and personal alike; and on the second time, I also installed Avast and Malwarebytes and had them scan the system searching for malicious software. On recommendation from @MicrosoftHelps and @MSAUedu (on Twitter), I tried using System File Checker and the Malware Removal Tool, but those didn't help; I also an in-place upgrade using the Windows 10 Media Creation, to no apparent avail.

As seen here, most of the text is localized in Portuguese (as expected). However, some lines are in English featuring those weird characters.




I'm not sure what caused this issue. What I do know is that the last Windows Defender scan I did found the trojan "Brocoiner!rfn" hidden in one of my former browser's HTML cache; it couldn't remove it for good.
I'm not sure if this malware came with one of the few pirate programs I had installed on my computer (from an infected patch, keygen, etc.); if it was a corrupted install package from a regular program; or, if it was some few foreign USB flash drives that I connected to my computer.

Anyway. I don't know what to do, and I feel very discouraged.
The folks at @MicrosoftHelps have been extremely kind and warm, but their solutions haven't worked definitely this far.
Any help is welcome.

Installing Apps on Windows 10 Has Windows Defender Finding Malware

I would suggest you to open Windows defender and add exclusions and check if it helps. Follow the steps to add exclusions in windows Defender.

• 
  Type Windows defender settings in the search bar and press enter
  
• 
  Under Exclusions click on Add Exclusion

"Chinese Characters" program delaying shutdown - a different approach.

• As you have mentioned this happens only in the Admin account, is it local account set as admin account or the Microsoft account?

I would suggest you to check the all apps list and check if that Chinese character app is present.

After you try the above steps and share us the results what happens we can proceed with the further suggestions.

Please post us back with the results after troubleshooting the above steps and check.

Weird Green Characters


Has anyone seen this before. There are weird green charachter in the min/max/close area of "modern" apps and weird green square.
