Windows 10: Weird filter over some images

Some pictures on windows 10 have a bright filter over them and I can't figure out how to get them back to normal. any suggestions? websites also have this filter but its less obvious

Cortana search filter list

I have a lot of space for display content in Cortana search list, and 80% of it not used because Cortana sorting items by types.
How disable all filters and make visible all suggested content?

Guys i am trying to fix my cousins Asus Eee netbook. It has a backup image file that is partitioned on the hard drive but when I go to use it the app will run through a few steps and stop. It is running Vista . Any suggestions?
