    whenever I open a Fullscreen program with a black background it instantly sets my screen brightness to zero, while displaying the value as 100, if i alt tab out of the program it will persist until I make any change to the system brightness, however it will re occur when I move back to the program, i turned off adaptive brightness and it did not change, as well as adjust game mode settings as the guide I tried suggested, but nothing has worked so far, has anyone had this issue before and if so what should I do to fix it?

    Programs and Features has a black background in dark mode

    I have a weird problem where the programs list background in Programs and Features applet is dark gray/black, as you can see, making the entries almost unreadable:

    It's strange because no other Control Panel applets have this issue, and another machine does not have this problem when dark mode is on. This machine has had this issue for ages, and it persisted even after refreshing Windows. Any idea on how to fix it without having to revert to light scheme or use the dreadful Apps and Features app?

    Windows 10 build is 19041.338

    Weird background in Windows 10

    Ever since I switched to a custom background, I've been experiencing some problems.

    My Windows 10 Background Is supposed to look like:

    But if a fullscreen program runs, a UAC Windows pops up, etc, It will look like:
