Windows 10: weird "melting text" thing happens w scrolling down in win11 file explorer

Text box appears over File Explorer while scrolling long lists

I agree with Hearsepilot So here's a pic of how to do what was suggested.

 

Scroll bar keeps resetting in Windows File Explorer.

For some reason, when I'm browsing a long list of files, if I stop moving my scroll wheel for a few seconds, the scroll bar in the file explorer jumps back up to the very top. Which is annoying when I'm browsing a folder that has hundreds of files in it.
This only happens in the file explorer. Any suggestions?

This text box never shown itself before and I didn't modify or install anything new on my computer, so, what could have caused it to appear?

See where it says New Text Document - Copy (13)? as I scroll up and down this text box changes to the next number. What is a modification to remove the text box?
