Windows 10: Weird static entire computer crash

So I have a very odd issue. This only happens when I play Escape From Tarkov but randomly my computer will just black screen, show up static like a tv without a signal then my entire pc will crash and restart automatically. This is why I think it’s a windows issue not a game issue since I’ve tried everything possible in the game including a fresh install. I’ve looked this up and found no results can someone please help me understand my problem. this started when I got a new graphics card but I don’t believe it’s the problem because I’ve run many different stress tests to try and recreate the

Can't connect to internet with computer set with static IP

My guess is that you made a typing mistake, e.g. typing 192.186 instead of 192.168. If this is not the case then I suggest this:

• Set the machine to DHCP.
• Check if you can ping your other machines.
• Mark and copy the command below with Ctrl+C.
• Press the Windows key+R
• Press Ctrl+V, then Enter.
  
• Repeat steps 2 to 5 for a static address.
• Post the results of Step 2 (twice!) plus the contents of the desktop file IP.txt.

Increase the window size step by step and watch your vga temps permanently.
What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
What X1800XT model do you own exactly?

• What are you doing when the crash occurs? (For example, did it crash immediately on launching Edge? Did it crash after browsing to a particular site?
  Did it crash after browsing for a certain amount of time?)
• 
  What other programs were running at the time of the crash (if you know)?
  

As of now, I suggest to follow the steps below and check if that helps:

• Run the Windows Store Apps troubleshooter.
  
• 
  Scan for damaged system files. Right-click the Start icon and select
  Command Prompt (Admin). In the Command Prompt window, type
  sfc /scannow and hit Enter.
