Windows 10: Weird Windows Problem: Slow Boot, Some applications working, and Unresponsive Wallpaper...

This problem only started just recently, before the computer was working fine. The windows computer is slow to boot, takes about 1-2 hours, usually on startup it is a black screen but I'm able to move the cursor around. Upon startup I cannot access file manager, the windows key does not work, settings does not work and there is no taskbar as well. Clicking the wallpaper of the computer makes the whole screen white like a not responding window, and then it turns completely black and restarts the process back to normal. However, I can access google chrome, and there was one time on startup I was

Windows 10 boot: hanging and unresponsive

This problem has arisen after trying to uninstall an older version of Kaspersky Antivirus by clicking the 'exit' option from the taskbar icon, and not waiting the full 30 min before closing down. Now, Windows 10 opens with the usual 'date' screen, and goes
on to the 'password' screen, and accepts my password OK. The Internet connects OK.

After that the screen either goes dark, and a message comes up "Microsoft Windows: this application has stopped working but may resume if you wait long enough." Or something like.

Or on some other attempts at booting it gets through to the Desktop Wallpaper and the icon displays (and taskbar icons) but these are all unresponsive. The mouse works OK.

If I right-click on the Windows icon in the bottom-left corner I get the old Windows 7 list, but again I cannot select any of these options: they are unresponsive. As I type this (on my laptop) the normal Windows 10 option has come up (Calendar, Mail,
List of Apps etc) but none are selectable either.

Is there any Safe Boot mode I can use to delete and re-install some piece of management software which has been corrupted by the interrupted Kaspersky uninstall?

I was having a slow boot issue on my Windows 7 install a little while back. It would take about 30 - 40 extra seconds to boot up for whatever reason.

I would try following these steps, while this didn't solve my issue, it did increase Read/Write to where it should be.

In the end, I had to reinstall my Windows 7 entirely to fix the booting issue. It was taking around 35 seconds to boot, and after the fresh install it takes about 7 seconds to boot.

Just done a fresh install of windows 10. Still got the same problem.
Turn pc on from cold or a restart. Hangs on the win boot logo for a minute or so then boots in to the desktop
cant work it out why its so slow to boot up? any ideas*Mad
