Windows 10: Welcome screen is black, missing wallpaper

Sometimes when I open my laptop the screen is black, instead of my Bing wallpaper that I installed. There are no options there, just box to put in my pass code. This is when the computer was still on, just closed. It randomly comes off & back on at some point. How do I fix this? I really enjoy the visually stunning photos.
