Windows 10: "Welcome" screen picture in circle has disappeared since last upgrade June 2023 though...

Old thread from 2016 is locked where Micheal had a problem, remains unsolved. I have the same problem now with last upgrade in June of 2023. The question & answers was for the Lock screen so he wrote back:

The lock screen is not the welcome screen and I have already setup a picture I want on it. The welcome screen is where you log in and that is the one that has changed from the original and no longer has my picture. It has a round Icon where you can put a picture and that is where my picture used to be, but I have not yet been able to put a picture of myself there.

The Picture I have setup in my Micro Soft account shows up everywhere it is supposed to except on the welcome/login screen. ............... I think when you have an MS account then your picture that is set there should show up on the login/welcome screen and it was there until the installation. So I am wondering if it is a bug in this version of Win 10. I have already set the background of the lock screen, and the background & theme for my desktop is what I have set for some time which did NOT change with the installation. So I am still looking to have my picture on the login screen when I boot the computer.

Anyway I have the same problem now in June 2023, with a missing picture on the "WELCOME SCREEN" NOT the "Lock screen" I have a profile picture in my MS Account which should show on the WELCOME SCREEN but it does not. I have tried uninstalling an reinstalling picture to no avail. Obviously a BUG in upgrade. How can I fix or will I have to wait for another upgrade. If so please report this problem so it can be fixed in future versions.

Another problem is the Windows position after startup is fixed in a position I do not like and I have to always reposition it after start up. I have gone online and tried all fixes suggested but none has worked so far. I have gone into settings etc. and tried all manner of fixes (cascading, shift X, etc) but none has worked so far. I think it is another BUG as well.

Where can I find the Windows 10 lock screen Picture of the Day for June 5, 2023?

I would like to use a particular Windows lock screen image as my desktop. It was the Picture of the Day for either June 4 or 5, 2023, I believe. It showed three fat male lions lounging in a tree.

To address this concern, we suggest that you follow these steps on how to change your profile picture on sign-in screen in Windows 10:

• Press the Windows key, then click your account at the top of
  Start menu.
• Click Change account settings.
• Under your account name, you will see a circle then click the Browse button to choose a photo you want to set as profile picture.
