Windows 10: We’re having trouble processing your payment

I have been trying to purchase Minecraft as a gift for someone, but It keeps telling me that "We’re having trouble processing your payment and we’d like to get it sorted out." I have checked, I have no missed payments, my numbers on my card are good, I have sufficient funds in my account, and my Microsoft account is not suspended that I know of or can tell. I have tried three different payment methods and have had the same result with all. I am very frustrated.
