Windows 10: What am I missing when registering for a developer account with a company?

I need to register an application with the MS Partner Center/Store for an application to use push notifications using WNS. My company set my work account up as a Developer, however I'm un-able to add the "Windows Program" in order to be able to register applications. Everything I've found says that the Windows Program can only be done with a personal oultook.com/live.com account. So, I created an outlook.com account and trying to add the "Windows Program" and set that personal account up as a "Company" account under my company. I have the D.U.N.S. number and the company form loads correctl

I think the services are down. I'm trying to register an account as well but the payment just fails every time. One of the lengthy error I received suggest something messing up in the backend of this service. The more annoying part is that we cannot contact
support (like the button suggests) because the account can't be recognized as we have not registered as developers yet.

 

Error 2006 when trying to register a developer Account

I am triying to Register a Company developer account.

Every time i Put in the credit Card data and press "next" i get this Error Message:

Can someone tell me what ist wrong?

Hi, recently i develop a uwp app that i plan to publish on Microsoft Store. My problem is that i can't register myself to developer account/ partner center. I can enter the site with my microsoft account and choose my registration as personal with a one
time registration fee about US$14, so i fill in all the required fields and payment info, and now when i try to complete the payment, the site always refuse by saying it is not working and asked me to sign in with another account.

So is there anyone who experienced the same issue before and know the solution for it?
