Windows 10: What causes constant blinking of loading icon on Windows 10?

Since yesterday, my cursor has the loading icon next to it blinking as soon as i start up my pc. This does not stop and rebooting does not fix the issue.I did not install anything new since yesterday that could have caused this.Screenrecording of what it looks like, with task manager in the background:https://gyazo.com/446bad811da8140d2ff39624e99fe1e6

Constant script errors and slow loading pages in 10 internet explorer 11

I have done the steps listed above. They have not helped and I am still getting constant script errors, along with slow loading pages. Are there any other suggestions?

 

Blinking Screen and Not Loading

I recently upgraded to Windows 10 and the upgrade process was fine. However, once I got to the loading screen it started blinking non stop. It gets stuck on the loading profile screen and i cant do anything. Shortcuts like ctrl + alt + delete dont work
and I cant click on any buttons either. Just a constant loading screen and blinking. If anyone can help me it would be greatly appreciated.

As a work around, I suggest you to download and install the latest graphics drivers from your computer manufacturer website and check if it helps.
