Windows 10: What do I do once I get to administrator C:/windows/system 32/come.exe

What do I do when my Microsoft surface gets to administratorc:/windows/system 32/CMD.exeIt's been having trouble installing windows

The question I am having is the C: WINDOWS/system 32/cmd exe. comes up all the time when I am playing FACEBOOK games or on American Truck Simulator game or looking on YouTube.

why do some exe applications in system 32 show in properties that the modified date is before the created date and the accessed date how can it be modified before it is created or accessed
