Windows 10: what do i do when my device is in a boot loop after reset stuck at 7% for 12 hours

My computer was having problems and things werent launching i tried to update it but that never worked.so i decided to reset it as many applications said it was a problem with windows.i chose the cloud reset option and i left it to reset overnight.when i went to check back to the next day it was on 7%.i left it for about 4 hours or more and it was still at 7%i decided to restart it but that just ended up opening the safe mode menu i believe where it asked me to choose which volume of windows i would like to boot up in.both of them don't work and bring me to the same screen after it restarts.i

After the last cumulative update my device starting crashing very often especially the display driver. I was told to try a factory reset and that what I did. But the installation process was stuck at 32% for more than 12 hours. I restarted the device and
it was stuck in a boot loop, here is a video of that:

Windows reset stuck at 33% for 7+ hours

Hi,

Windows reset does not have a specific time on when it will be finished. It depends on how many updates and setting the system has to reset. What we suggest is that you let it finish installing. However, if there will still be no changes, try these steps:

• Hard boot your PC three to four times (hard boot can be achieved by holding the power key for 8 to 10 seconds then power it on and powering it off again)
• You should enter Windows Automatic Repair Options.
• Try making a clean reset from the repair options.

If this still doesn't work, then we suggest that you do a clean install of Windows. Refer to this
