The Windows PowerShell folder is "C:\Windows\System32\WindowsPowerShell\v1.0", moving the executable to this folder should fix the error.

If the problem persists, you can uninstall and reinstall the Windows PowerShell.

1-Click on Start, search for "Turn Windows feature on or off" and click on that

2-Search for "Windows PowerShell 2.0" and uncheck this

3-Click on ok to save the change

4-When finished, reboot your PC

5-Open the "Turn Windows feature on or off" again

6-Search for "Windows PowerShell 2.0" and enable it

7-Click on ok to save the change

8-When finished, reboot your PC
