what firewall exceptions are needed for Windows Admin Center on the target PC?

I am working with Windows Admin Center. I have Windows Remote Management up on the target PC and also have Windows Remote Management (WS-Management) running in Services but when I try to connect to the target PC I get a connection error "WinRM cannot complete the operation. Verify that the specified computer name is valid, that the computer is accessible over the network, and that a firewall exception for the WinRM service is enabled and allows access from this computer. By default, the WinRM firewall exception for public profiles limits access to remote computers within the same local subnet. For more information, see the about_Remote_Troubleshooting Help topic."

I even turned off the firewall briefly and got the same error. I must be missing a running service? The target is Windows 7. I have been successful connecting to Windows 10 PCs but not this Windows 7 PC so far.

    :)

Firewall settings for Windows Mobile Device Center

Prof Julie -- Thank you for your help. I apologize that I was not able to reply in a timely manner.

Your suggestion worked but I’m at a loss to understand what happened preceding your suggestion.

    • Active Syncing worked while I was using MS Security Essentials as my AV software.
After a virus infection, I installed AVG 2013 and ran it in Safe Mode, along with Malware Bytes, to be sure I’d disinfected my PC.
A few days later when I went to Sync with Outlook, no connection.
    • As your suggestion illustrates, I would have had to track through those menus to reach the “Advance Network Functionality” setting – meaning checking that block was not a recent action.
My vague recollection is that it might have been set like that for over a year – going back to the time on the road when I tethered my PC to the phone to get a data collection.
So, how have I been able to synch up until AVG 2013? (rhetorical question)
    • Prior to using your suggestion, I was able to synch by disabling my internet connectivity (for protection), then disabling the “Public” portion of the Windows Firewall, doing my synch, and then re-enabling the firewall and internet
      again.
    • Being sure that it had to be a firewall problem affected by AVG 2013, I googled until I found and implemented the “Inbound Rule” suggestion described here:
      Search
With this new rule, I was able to synch without step 3 above – again focusing light on the Windows Firewall as the likely issue.
    • However, not knowing the pros/cons of opening certain ports, I wasn’t comfortable and sought help.
That’s when your tip came in and mysteriously corrected the issue even though the phone had been syncing prior to AVG 2013.

So, I don’t know why your suggestion worked but I’m grateful for your advice.
