Windows 10: What is blocking the Tencent WeChat desktop application?

I work for a company that does a lot of business in the PRC. We only have a couple of users located there but one of them uses the Tencent WeChat desktop application for filesharing, IMing, etc. purposes. When they try to run this they are receiving a message that reads "This app has been blocked by your system administrator. Contact your system administrator for more info." Users/workstations everywhere have the same GPOs applied to them and I'm not seeing any GPResult discrepancies there. There is nothing unique about the setup of their PC and they are running the latest version of WeCh

WeChat application is outdated on Lumia 830

At this time Am in china and I had buy Lumia 830 from India but when I came here I was surprised that my WeChat my qq applications are not up to date I cant use balance transfer on WeChat I have to bring money with me just because Am using Nokia Windows
phone QQ app is also totally different sometimes I want to break this phone totally fed up if you have any suggestions please help me

WeChat desktop app webcam problem.

WeChat video calls work fine on my mobile device, however on my laptop WeChat app, I have the video icon and can click on the icon, the receiver is unable to see me. Microphone is working fine on both mobile phone WeChat
app and WeChat desktop app

If i go to Settings>Privacy>Microphone>Allow desktop apps to access your Microphone .... This tab is ON and I can see WeChat underneath.

However, If i go to Settings>Privacy>camera>Allow desktop apps to access your Microphone .... This tab is ON and there is no WeChat underneath.
