Windows 10: What is chocolatey and can i delete it?

I've recently found this folder called "chocoportable" with a bunch of subfolders and an app named "choco.exe". I searched it up and it's supposedly a command line package. I don't remember installing it however and i'm thinking of deleting it. I want to know if it's required for windows before I do that however.

The official Chocolatey provider is still in progress. I would suggest using the choco.exe CLI tool until you hear that the provider is ready.

To provide some explanation of why the Chocolatey OneGet provider is not yet working - Originally my understanding was that we were going to work with Garrett and others to get the Chocolatey provider working. I don't think either of us expected at the time
that it would play out that the work was going to need to be completely from our side, plus the Choco C# API needed adjustments (maybe still needs some) for it to work with PackageManagement. I've asked for some support in getting this completed as I have
work on my plate that needs to be completed (Kickstarter delivery -
https://www.kickstarter.com/projects/ferventcoder/chocolatey-the-alternative-windows-store-like-yum/description) prior to where I could focus on the provider myself. I've had some help in the past to get things started, but there is more to be done.
