Windows 10: what is "cpu1-pause"?

In task manager, in performance, in the cpu view section, I see "cpu1- pause" may I ask, what feature is that? What effect does it have? and can it be turned on? thank you.

Well cpu1 & cpu2 are the 4pin connecters that plug in the mobo near the cpu. Some mobos just need one some need two.
