Windows 10: What is going on when I try to reset pin but it says to skip or retry?

I have been trying to reset my pin to my account but every time I do I get a page that says to retry later or skip it. I have been trying to hit retry and it still doesn’t work. I have tried to do the self help and followed to instructions but no matter what I still get that pop up page. What is going on?

Cannot reset pin after using bitlocker recovery

Booted computer in Linux, forgot what account was linked to bitlocker, eventually got it back and entered key. Tried to reset PIN after forgetting, after logging into MS account I get a screen that simply says "Something went wrong We weren't able to set up your PIN. You can try again, or skip this step and set up a PIN later."

Pressing "Retry" brings to a brief loading screen and straight back to the previous one. "Skip for now" brings back to Windows lock screen with prompt to enter PIN. "Sign in options" does not show up, only wifi, accessibility, and power. We've tried on at least 4 different wireless networks.

I tried steps of both links:

• #1: reset PIN code
  
  • I see no link "reset your PIN"on login page --> I can't reset it
    
• #2: change or reset windows password
  
  • My Windows account is not displayed at all on login page.
    
  • I am using a local account
    

If you have any other suggestion, I would be more than happy to try.

Cannot set pin to sign in windows 10

To be able to log into my account on windows 10 after adding it, it requires me to set a pin. However it says “error, cannot set a pin at this time, retry or skip this step and set up later” if i skip the step then it boots me back to the lock screen and
it all starts over. I have tried logging in with my account password, but it says im using the wrong password. I went to microsoft on my phone and it let me in using that password, so the password is correct. Even if i sign in using the authenticator app,
it requires a pin to be set up.
