Windows 10: What is ICEsoundService64exe.?

I was going through my task manager as my computer fans were running pretty loud for a good minute, which I found weird as I wasnt running anything, and one of the only things taking using any of the components on my pc was ICEsoundService64.exe. I don't know for sure if this is the culprit for my loud fans right now, but it was taking up like half of my cpu at the time.

Edit: Also, what percent of your memory should be in use while idle?

50+% of my memory is in use, so around 8 out of my 16gb, while only having chrome, task manager, and steam open. Is this normal?
