Windows 10: What is loading library failed:error 126?

I’m just trying to play games on steam with my new PC. I keep getting an error even when running as admin. Did I do something?

I'm getting the LoadLibrary 126 error when trying to run Bluestacks 5.

When I used the answer here Redirecting to try and fix it, Command prompt returned, "The system cannot find the file specified."

What's the next step to try and fix it?

The system just had an update 01/13/2022. Windows 10, Asus, 16.0 GB installed RAM, Processor AMD Ryzen 7 3750H with Radeon Vega Mobile Gfx, 2.30 GHz, and it has a Nvidia as well as the inbuilt graphics card.

Load library 126

Creating a new profile doesn't work; it gets the same LoadLibrary 126 error.

Bluestacks 5 is currently uninstalled. I've tried to install it several times since Bluestacks announced it; I lost track at number 6. Every time, the same LoadLibrary 126 error.

There have been multiple updates for Windows since I first tried to install BS 5.

I asked Bluestacks CS for help, but lost belief in their ability to help when they wanted me to use command prompt and a series of commands to clear .tmp files; Windows has a tool for that, and I'd told them I was on Windows.
