Windows 10: What is nagling?

Is it nagle's algorithm or is relative to the nagle's algorithm? I really know isn't recommended to change these settings below because can don't do any difference for internet, but I want to know if nagling is the short word of that or both of them are related, or are different things:

FTP Client not connecting from Windows 7

I've a windows 7 machine, in which none of the FTP clients are connecting (Error: Timeout detected. ). I have done the following troubleshooting steps but still unable to connect.

• Checked the "Application layer services" is services. - Running
• Checked internet options & added passive ftp.
• Mapped the FTP as a folder to the system.
• Added FTP as an exception in the windows firewall.
• Checked the FTP Reg keys, replaced them with the working system.
• Tried with chrome, internet explorer & as windows folders.
• Checked with 3rd party FTP WINSCP/FileZilla to access the data.
• Hardware Firewall has exception set for port 21.
• Disabled internet from LAN network & tried with mobile hotspot.

windows 10 / raspberry Pi b network sleeps

I am using four Windows 10 computers each accessing Mosquitto, which is installed on a RaspberryPI B. I also have 10 ESP8266 nodes connected to mosquitto

monitoring MQTT messages on the computers, two work as expected and two appear to go to sleep for a while, by this i mean no messages are received for some time more usually about 60 seconds but anything up
to or above 1000 seconds.

The esp's send alive messages every 15 seconds and all work well. It is these alives that I monitor by counting the messages in a 'burst' and then counting the space between bursts.

When the sleep period is over all of the missed messages are sent to the pc, ie several alive messages from any node will appear in the burst, almost as though the server is saving them up and sending them
all together.

Things that I have already tried:

1) re-installed a new system (jessie) and a new copy of mosquitto on two pi's, each does the same.

2) on one of the windows pc's completely wiped the hard drive and re installed a clean copy of windows 10

3) disabled the Nagle algorithm in the registry as this can cause networking lag in according to link Nagle Algorithm: Why You Need To Disable It in Windows 10 - Fix Windows Errors Blog

I am afraid I have reached the limit of my ability with this problem and desperately need help. The fact that it continues after a clean install of Windows 10 leads me to think that it must be a networking
problem but i really do not know how to even start trouble shooting it. Any help would be much appreciated
