Windows 10: What is NcsiUwpApp in task manager?

When I open Task Manager I sometimes see NcsiUwpApp and Ncsi, what are they? Also, I see the Office app open itself and I'm not completely sure if applications can open themselves. Could a virus or malware open these apps? I have Malwarebytes and Avast Antivirus, Malware bytes says there's only 1 possible virus and it says the type is a "registry key" so I am not very sure. Avast says I have no virus at all though. I would appreciate help about this.

Unchecking the wrong thing in Autoruns can brick a system.

 

Windows 10 - cannot add exec to Startup in Task Manager

I purchased a new computer with Windows 10 already installed. I am trying to add an exec to the startup list but Win10 will not accept it. The exec runs successfully on my Windows 10 machine if I start it manually.

Steps I've taken: Task Manager, Startup Tab, File>Run New Task. (browse to location, select.) It will start immediately, but does not show up on the list to autostart, nor does it start on reboot.

Any suggestions?
