Windows 10: What is rnapp0 and is it what's slowing my computer?

Since doing a clean install of Windows 10 I've had some continual lag time on my computer. The mouse hesitates and other processes and even videos pause every three seconds as though something else is using the entire computer. I've tried loads of fixes but none have worked. While studying the processes section of Task Manager I've noticed the only item that seems to correspond with the hesitations is something named rnapp0. It's CPU usage jumps suddenly to 28% and power usage goes to very high. This seems strange for such a small and unknown program. I've tried to look up what it is and it's purpose online but have had no luck finding it. It is located here C:\Program Files x86\Common Files\Microsoft Shared\pse7


Does anyone have an idea what this is, if it might be my problem and can I get rid of it?
