Windows 10: What is that?

    What is that?


    The disk c has all of my system files and the windows is downloaded on it. Some how the PC started and working but I can't do anything with the system files, I can't open task manager, I can't open disc management, and other stuff. What can I do to fix it pls. When I click on local disk c it says c;\ is not accessible Access is denied
