Windows 10 : can't find the "tools" and "internet options"

I'm trying to follow some instructions given to me by Juno to unglitch some issues I'm having. I can't even get to the first step: "remove temporary internet files/cookies/history," since I can't find the "tools" and "internet options" areas. Help!::::
