Dual XEON CPU on windows 10 home?

My question:

Does windows 10 home can handle dual xeon CPU?

I own 3 licenses of windows 10 home and I'm planning to upgrade one PC from intel i7 to dual CPU XEON E5 family v3 or v4, 6 cores each.

Example : 2x 2.4 GHz Intel Xeon E5-2620 v3 6-Core for a workstation!

When I order the software from Romanian Store, the operator tell me that the single differences between
home and pro is on some networking things.

Is that true?

I need a real answer! Please do not answer if you don't know for sure!

Activating Intel Turbo Boost on demand possible ?

I have an Intel i7-4510U based laptop that I use to encode 4K videos on over night .

According to specs this thing CPU can operate at 2.0 GHz as base speed and 3.1 GHz as max turbo speed .

If I game on this laptop , monitoring utilities shows the CPU to be working at 2.8 GHz constantly and for long hours without tiring .

However when I set it to encode videos it sustain base speed of 2.0 GHz the entire time of encoding .

Now I am wondering how to get to control the Intel Turbo Boost so to have it boosting the CPU to as fast as it gets through out the encoding process too , any suggestions will be appreciated .

 

Xeon E5-2670 Seen Running on ASUS Rampage IV Gene

I have two Xeon processors. They run perfect on a ASrock X79 Extreme9.

1)Intel Xeon Sandy Bridge ES 8/16 Core 20MB 2.3 Ghz (Turbo 2.5 Ghz) B0-Stepping
2)Intel Xeon Sandy Bridge ES 8/16 Core 20MB 3.1 Ghz (Turbo 3.4 Ghz) C0-Stepping

Both are not overclockable. C0-Stepping Benches come on the weekend.
