Windows 10: What is the difference between a Fresh Start vs Reset Both Local and Cloud based vs ISO...

I am planning to reset my laptop and I wonder which option to go for. Mainly, I wanted to know what is the difference between all those, especially the difference between Windows 11 ISO based clean install and Windows 11 Cloud based install which appears on the reset screen? Which is better and why?

I am trying to reset my computer and it came up with two options, Cloud Download and Local Download. I am wondering what is the difference between those two. Can you explain?

 

cannot cloud reset completely to resolve issues in Windows 11 (complete cloud reset is only in settings)

I can only cloud reset completely in Windows OS, and I can reset locally both in the recovery screen.

"Erase everything" cloud reset in settings doesn't seem to reset enough.

None fix the issues and abnormal behavior:
